This new strategy builds upon the previous Commercial and Procurement Strategy (2016 2020), and will set clear strategic objectives for the Councils procurement activity. In particular, the strategy takes account of notable developments in the local and national policy framework, that now more clearly recognises the important role that public sector procurement has in assisting the Council to deliver its key outcomes, and is in turn aligned to the Scottish Governments National Performance Framework. The Councils procurement activity also directly supports the delivery of Council services, and key Council projects and initiatives, such as the delivery of new housing and schools. In this way, and also recognising the financial challenge facing all local authorities, the strategy identifies seven key strategic procurement objectives that would be promoted: 2.1 Making procurement spend more accessible to local small business and the third sector; Improving Fair Work practices adopted by suppliers; Increasing community benefits delivered by suppliers; Contributing to the Councils 2030 carbon neutral city target; Delivering savings and Best Value outcomes; Ensuring legal compliance and robust and transparent governance; and Promoting innovative and best practice solutions. It is, however, to be noted that the strategy will inform future procurement activity by the Council, but not of itself have a direct impact on Council suppliers or citizens. Where required in respect of future proposals that may result from implementation of the strategy further Integrated Impact Assessments will be undertaken in the usual way, and specific proposals assessed at that time. It is also to be noted that through implementation of the strategy the delivery of efficiencies and savings will allow the Council to continue to meet its statutory responsibilities, and as such maximise the level of investment available for priority services, as well as enabling better outcomes through improved methods of service delivery. 3. Briefly describe public involvement in this proposal to date and planned In developing the Strategy consultation was undertaken internally and externally by CPS, this included input from key stakeholders including the Federation of Small Businesses, ý Social Enterprise, ý Poverty Commission, ý Voluntary Organisations Council, Council suppliers, Council service areas and through a public consultation via the Council website. The website responses provided high support, with between 74% and 88% of the 73 responders agreeing, that the Councils external spend should further the strategic objectives noted at 2.1 to 2.4 above. The stakeholders mentioned above were engaged in workshops, face to face discussions and/or email correspondence to identify opportunities for improvement and agreed steps for further engagement to support the delivery of the objectives.
